Infringement of my Fundamental Human Rights by the DG, Nigerian Law School & the Secretary, Council of Legal Education - Ibezim

Read his statement below...
I am Henrilynn Ibezim, a graduate of University of Buckingham (2012). After the successful completion of my Bachelor’s degree, I immediately moved back to Nigeria to contribute my fair share to the greater development of my country particularly in my field of study.
In order to practice in Nigeria, every Law graduate must attend the one-year mandatory legal education at the Nigerian Law school and be found fit for admission to the Nigerian Bar. I was admitted into the Nigerian Law School, Bwari, Abuja in 2012, and I was with the 2012/2013 batch with identification number ABJ/1664. 

All foreign trained students are also mandated to attend a three months  Bar part 1 programme prior to the Bar part 2 programme, so as to familiarize them with the Nigerian legal system after which an exam is conducted and only the successful candidates are thereafter allowed to proceed to the Bar part 2, being the one year legal education programme for all trained lawyers in Nigeria. I passed my Bar Part 1 exam, and proceeded to the Bar 2 program. Unfortunately, due to some family circumstances I did not pass my Bar 2 exam at the first seating, however I was successful on my second seating of the exams in August 2014.

On passing the exam, it is procedural for successful candidates to be called for a final screening and clearance exercise being the final prerequisite for admission to the Nigerian Bar and the call to Bar ceremony. I was invited by the authorities of the Nigerian Law School to come for my clearance on Thursday, 20th November, 2014.   I was cleared by the authorities of The Nigerian Law School and asked to proceed for the Call to Bar Ceremony on the 25th of November, 2014.

On my way out of the premises of the Law School Campus after my screening, the security guards at the gate insisted on searching my car as they said they had reports that I had ‘illegal materials’ (forged Call to Bar Invites) in my car. Upon searching the car, to my greatest dismay  an envelope was pulled out by one of the security guards containing Call to Bar invites. While still in shock, it quickly occurred to me that the only other person who had access to my car keys was the domestic worker who had served me during my stay at the Law School. On my arrival to the Bwari Campus that morning, I gave my car keys to the domestic worker to help wash my car. Instantaneously I called the domestic worker to confirm if he had left the envelope in my car
and he said he did. He immediately rushed down to the gate where I was with the security officials. He explained to the Chief Security Officer (C.S.O) of the Law School his story affirming that the found envelope containing the invites did belong to him. However, The C.S.O totally ignored him and ordered the Police to arrest both of us while taking the found invites to the Director General. In less than five minutes, the Director General had asked for myself and domestic worker to be transferred to the Bwari Divisional Police Station without any investigation being carried out.

I and the domestic worker were transferred to the Divisional Police Station like common criminals where I remained until I was charged to the Magistrate Court in Bwari on Monday, 24th of November 2014. The Divisional Police Officer refused to give me Police bail because he claimed the Director General had personally instructed that I am  kept me in his custody.

My mother who was then a Controller of Prisons (Now Retired), came down to Abuja dressed in her official regalia, to meet the Director-General,  to seek his audience on the situation and enquire how the issue will be resolved. To her greatest dismay the Director General totally embarrassed her in front of his staff and her security detail and told her that “I was never going to be Called to the Nigerian Bar for life”. It is pertinent to note that I am my mother’s only child and she has since this incidence suffered from severe High Blood Pressure.

I was eventually granted bail by the Magistrate Court, Bwari on the 24th of November 2014 and the hearing of the case was scheduled for the 4th of December, 2014. My lawyers were unable to meet the bail condition and I was transferred to Suleja Prison that day. My lawyers fulfilled my bail conditions on the 26th of November 2014. Just before the hearing, the former domestic worker tendered a confession in open court, giving same account which he gave to the C.S.O at the beginning of this sad event. The Judge immediately discharged me and gave a summary Judgement imprisoning the domestic worker (Judgement Proceeding Attached). Subsequently , my lawyers went to the Nigerian Law School to collect my Call to Bar Certificate and were told that I would need to submit my Judgement Proceeding and through the Call to Bar ceremony to get my Certificate. Unfortunately, due to the hiccups in the Nigerian Legal System, I was only able to get my Judgement Proceeding in June, 2016 even though the proceeding is dated 4th, December 2014,  being the date the judgement was pronounced.

My lawyers applied to the Law School (Application Attached) along with the Judgement Proceeding for me to be called along with the July, 2016 batch, there was however no response to this correspondence. My Lawyer and I then went to the Law school on 30th June, 2016 to see the Director General and The Secretary to the Council of Legal Education, but they both refused to give us audience on claims that “they were too busy”. The Director General’s Secretary showed us the records showing that our letter was minuted to the Secretary to the Council of Legal Education for treatment. Having been unable to speak to neither the DG nor the Secretary to the Council of Legal Education, I decided to personally write the Secretary to the Council asking for action update while reminding her of my fundamental rights which were being infringed. This is a cry for help as an ordinary Nigerian whose rights are being infringed upon by legal authorities who ought to uphold justice for all. I am appealing to the National Human Rights Commission to investigate this matter fully and lend me a hand in bringing those that have undermined my rights to Justice. As you are aware sir, injustice anywhere is a threat to justice everywhere. My legal career has been put on hold for all two years as I cannot either further my Legal Education or get a job as I do not have my Call to Bar Certificate. It is very painful and undermining that I have been subject to such inhumane treatment and my dream to speak for justice is slowly being slipped away.

I urgently seek your intervention to ensure that this situation is resolved. Thank you for your anticipated assistance.

Ibezim, it is sad but I think you have just worsened your case. Call to Nigerian Bar is a privilege not a fundamental Right. This singular action is sufficient for the authorities to state that you are not a "fit and proper" person to be called to the Bar. I advise you to learn some humility, get off social media and seek ways that does not include using your mother's intimidation in "full regalia" to resolve your matter. Good luck to you.

Onadeko is very wicked and insensitive. That's how he removed some people's name from being called to bar December 2015 after they had suffered to pass their bar exam and done their screening and clearance. Two days to the call to bar date, he published a list online and gave a deadline the same day for the affected people to submit a new benchers form or they would not be called to bar. They cried and pleaded with him the day before call to bar but he told them his mind is made up and nothing can change it. He feels that he is God and that he can toil with people's destiny and future. His children and his entire generation will suffer for all the injustice and inhumane treatment he gives to other people's children.

Is it against the ethics to print invites for your call? We've just heard from you but as a lawyer, you must be aware of the Audi alteram patern principle. One should not pass judgement based on the submission of one party, it will be helpful if we also hear from the law school. Having said that, nobody is above the law, this includes the law school and its management. I know the law school is a somber and sobering institution, but there are limits. If you think you have a case, you can also write to the Nigerian law society. Best of luck.

I AM ONE OF THOSE WHO JUST WROTE MY EXAMS THIS YEAR. I find it ironic that law school is supposed to UPHOLD the law and teach us how to do same. THEY INFRINGE ON ANY AND EVERYONE's rights more than anyone else. A lecturer opened her mouth to tell me how the last student who had the right to stand up for herself hasn't gotten called to the bar FOR THE PAST 3 years even though she passed her exams. THAT ASYLUM SHOULD BE SCRAPPED. Bunch of hypocrites. Worst education experience in my whole life

Get a lawyer who is experienced in Administrative Law and your problem with Council of Legal Education. There is no Right that is being infringed under Chapter Four of the Constitution. The call to bar certificate is not your property. There are other reliefs you can go for.
How can you bring this to public domain.

May the Lord punish all these so called Lectures, teachers, etc that feel that they can play Russian roulette with the lives of our young people. These sort of high handed treatment bordering on bullying and dictatorship runs rampant from Nigerian Secondary Schools to Universities to post University institutions such as The Law school. Nigerian Government needs to rise up and do something some of these people have turned themselves in to demi gods whose word is Law in their various institutions. These are our future we can not allow tyrants like these get away with murder. I have heard different stories from students that have passed through Law school. PLEASE SOMEBODY DO SOMETHING TO HELP OUR CHILDREN, THEIR FUTURE IS AT STAKE, ENOUGH IS ENOUGH. THIS CAN HAPPEN TO ANYBODY'S CHILD.

Most actor at all levels of this government are imitating President Buhari's i- don't- care BODY LANGUAGE. Most government officials are now power drunk and autocratic like their boss Buhari. Some have started introducing dress code for all women that venture into their kingdom. So don't be intimidated by the antics of the tin-gods you encountered. Press your case and if they remain adamant resort to self-help and deal with the offending officer on personal basis. In Guatemala, a student was illegally barred from his course of study by an unjust official. Few days later, that officer was assassinated while jogging. And few days later the student got enrolled in his course of study. Maltreated Nigerians must emulate the Guatemalan and treat their tormentors as a mortals and not gods. Get them removed from you paths.

M chew, slave mentality, what if they stepped on toes, are there sacred toes, if someone steps on your toes, then u wait for them to offend u, then if it's in your power and ur the weak type that love to revenge u do, u can't trump up charges and victimise someone for no reason cos they stepped on ties, that's high handedness and playing GOD

Henrilynn did not give a true account of what happened on that day. He just wanted to attract public sympathy by deliberately distorting the truth. However, no matter how you suppress the truth, it will still stand out. Henrilyn was a candidate who was successful at the Bar Final Examinations of August 2014. He along with other eligible candidates were subsequently screened for Call to the Bar in November 2014. However, while the screening exercise was on going, a man (who was later identified as a car wash operator, opposite the Nigerian Law School, Bwari premises),was found distributing computer printed notices to other prospective candidates, to the effect that those who needed extra invitation cards for the ceremonies should call an indicated number for purchase.
When he was quizzed by a Nigerian Law School Security Officer on how he came about the notice, he responded that Mr.Henrilynn Ibezim, a prospective candidate for Call to the Bar ceremony, had sent him to distribute the notice. He was then instructed to call Mr. Ibezim on telephone and inform him that he had found some interested buyers, whom he should meet near the School gate. He did put the call through and soon thereafter, Mr. Ibezim drove to where he was, believing that he had secured some prospective 'customers'. On arrival, he opened the boot of his vehicle and packs of forged Call to the Bar invitation cards, identical to the cards being officially issued to candidates, were found therein. Both of them were handed over to the police as required by law.
The Body of Benchers (BOB),Nigeria, is the the statutory body charged with the responsibility for the Call and admission of eligible persons to the Bar.
From What I saw, the letter written to Law School was received in June 2016. It is then clear from my understanding of the workings of the Law School System, that his case can only be treated in the November 2016 call after due clearance from the Body of Benchers. Why ‘rush’ to the press?

From the looks of your insightful version, you must be a Law School staff. I have three questions:

1. Why did the Law School not Appeal the judgement given to exonerate him.

2. Why did the Law School not reply his letter directing him to the Body of Benchers.

3. Why has the Law School not come out to refute his claim. Henrilynn came out to the public to tell this story. You stay behind an anonymous account and want us to believe this non sense, try again! #justice4henrilynn

@anon 3:33pm it is so obvious that you are a rep of the Law school. Why behave like an hypocrite and hide under anon and not issue a response to the matter on ground. And why has the Law school not publicly refuted his claims?
1. Why didn't the Law school appeal the judgement? or even acknowledge
2. Remember Henrilyn said he had been cleared for call but it was the DG who insisted that he will ensure he's never called. So why did the Law school not engage the Body of Benchers all along or why was Henrilynn not directed to the appropriate body?
its obvious we live in a lawless nation, as a lawyer myself I am appalled by the state of our institutions. It goes to show you that a voiceless man is a man with no right in this country. please let our leaders sojourn from using their powers at the disadvantage of an ordinary Nigeria. remember this can be you tomorrow, or your brother, sister or children! just think about it
