The cat is coming down if u look at it from an archi point of view and the cat is not coming down backwards like some said. The slab of the staircase tells the story. You dont put ridges on the surface of a staircase slab because it can make people fall and would also not allow water to flow down the step easily. The part of the stair case thats most visible here is the side not the Top.The archis and the sharp guys in the house will agree.

Looking closely at the construction of the steps (the tip/edge of each step) it shows that the cat is going down.
