Troops recapture Pulka, Borno state from Boko Haram

The Defence Headquarters has announced that it has taken over control of Pulka town in Borno state from Boko Haram.

I don't understand what they mean by "recapture". Are the terrorists dead or did they just retreat for reinforcement?
