No No No Linda. Nothing is wrong with the sitting. It is a three-tier sitting; no one sits in the middle of it if it is used by dignitaries. The sitting is correct. It will be more awkward if someone sat in the middle, because it will then look like there are no adequate chairs and chairs are being shared by dignitaries.
