The implication of this new process is designed to be easier and more efficient for importers and has taken effect from December 1, 2013. With this new process in place, importers or their agents will be able to start clearing their goods before they even arrive in Nigeria. What makes this process quick is the completion of the (PAAR), the Pre-Arrival Assessment Report, which now takes only 6 hours, yes 6 hours, rather than 6 days as was the case before. And why is PAAR so easy to complete? Because the Nigeria Customs Service has simplified its processes, simple enough for just about anybody to get on board.

Just cleared my goods last week and after the goods has been inspected custom asked for an unofficial huge amount of money before they release our documents. That done, carrying our containers out of the port we have to pay unofficial at almost every point. Getting to our destination the area boys stopped us and wouldn't allow us movement until we pay them 150k. All these I summed up after we got the container to its destination and it I realized we paid almost 600k unofficial charges right from the port to the last point. Am Nigerian but not based in Nigeria. Things like these don't happen where I live. Once you paid all official duties you are allowed to carry your container home with out the fear of Nigerian custom, police and area boys. I think more should still be done on importation policies and government should implement a law on fair movement of goods within Nigeria.

remember the comment i posted concerning in december about the sacking of staffs in the banking sector i complained of the DESTINATION INSPECTION SCHEME which the nigeria customs took over from the companies that was handling them ( COTECNA, GLOBASCAN AND SGS SCANNING)which rendered hundreds of staffs JOBLESS as we speak. is there no possibility for the customs to employ such people even if its on a contract job based on their knowledge of the job? most of them are still on the street job-hunting. please the Federal Govt should look into it. importers still clear their goods without the so cald PAAR.

Nigeria customs Service has the nerve to spend money on advertising this 6 hour claim when I submitted for PAAR on 8th Jan.....and still no response. I submitted for 2 more PAAR on 30th Jan still no response.
The ports are a mess, nobody knows what they are doing and it doesn't look like it will improve anytime soon. After the guy at the bank told me 2 weeks was not long enough for processing (according to their man in customs) i see this claim in the newspaper and now online!
I say it again...Don't believe the hype...NCS has no shame. At least advertise when you get your processing time down to 6 DAYS!

The Nigerian custom service think they are smart. Its not paying for advertorials that will do the job. The worst thing that has happened to importation business in nigeria is the NCS taking over from the contracted service providers. It has brought importation to a halt! Nothing is happening. Importers are crying as dumourage is pilling up on their containers. And now NCS has gone to the press saying the entire process takes 6 hours. That is the biggest lie of the decade! I know of too many importers that has not been able to clear their containers since the first week of january. Coming to d press with claims that u cannot achieve will not help d economy. We are all waiting and watching to see the revenue the NSC will generate this year.
It is bloody lie. i work in the industry and i can confidently tell all that it takes about 2 weeks or more to process the paar. so far contrary to infos - tv advert and others, the process is yet to fully start. customs that rolled out a plan are yet to be upgraded to the new paar regime. this the fact and nothing more. it is all a lie

Just imagine! Obviously from the comments, not much has improved. This is all propaganda from the Customs boss whom I hear is seriously lobbying to keep his job as he is faced with the threat of his tenure not being renewed. Advise to NCS: Save the money on adverts and instead put that towards improving service delivery for importers. When that is done, your work will speak for you and you won't need an advert budget!

Afta receivin much insults frm d customer, like it wus our fault. Nd dis wus even afta d guy went to d customs nd bribed sum pepo,b4 dey responded. God help us in dis country. I knew did was a fraudulent move after the handover from the DIS. I worked with one of the scanning companies and we knew sumtin was up. Its well and I really feel for the importers. Y cancelling RAR wen dey knew dey won't go ahead with PAAR? Its all about EXTORTION

Please lets not deceive Nigerians. The Pre-arrival assessment report (PAAR) you said comes out after 6 hrs actually comes out after two to three weeks. You didnt tell them that because of the incompetency of the NCS that you can now clear your container with your shipping documents alone pending when the PAAR comes out using provisional release. We are suffering at the port.
All the story above are nothing but a white LIE that is very clear .pls ask Dikko why he ask importers to come and be clearing their goods without the 6hrs PAAR that he is now telling them to go and clear goods at the port with only Form M was publicise in the newspaper which he promised will end come 31st of January it has been extended for 2wks since then . The so called PAAR is a total failure ask any God fearing importer and clearing agent. Up till today the PAAR are not coming out which means the import duty revenue have going down the drain .
FMF just realised the Evil behind Dikko's motive when he went to Senate and House of rep to get a bill passed that will grant him autonomy away from CBN and FMF so that he can earn enough money from the duty paid Posterity will Judge everyone but sincerely the PAAR has failed and will for ever fail becos there is no sincerity motive behind it

When it was outsourced we got some level of protection from customs who are the most cut throat government officials in this country now we are at their mercy. 6 hours indeed!! This is nigeria and no different from how things get done, more opportunity to extort bribes and smuggle contraband . Sheesh
