It depends my dear. Some flight only have business and economy. Guess you didn't know that. KLM doesn't have first class. Also, some airlines use smaller flights for smaller airports or for areas where they have low customer base. For example, most Emirates flights that leave from Birmingham UK are smaller and usually have business and economy class while the ones that leave from heathrow are usually bigger and have 3 classes.
