I can bet my car, that the guy up there lives there. He is probably homeless and may be an illegal citizen. He probably climbs up there from the high side of the embankment under the bridge and was probably startled from his depressed day thinking by the clicks of this privilege kids beneath his temporary home that he stood there to watch what they were doing. nothing scary about that just startling.
