Private jet owners in Nigeria barred from carrying friends, associates

How can the federal government tell anyone who to carry and not to carry on their private jets? Sounds kinda ridiculous to me but maybe they have a reason for this? 

A new policy called the National Civil Aviation Policy, 2013 has been introduced by the federal government banning private jet owners from carrying their friends and business associates on board their aircraft. They are only allowed to carry family members, while companies with private jets are only allowed to carry their employees or members of the Boards of Directors.

National Civil Aviation Policy 2013 states
Approval or clearance from the Director-General, NCAA, will not be required from Nigerians operating non-revenue flights with appropriate insurance policies in the following cases:
*For private aircraft owned or leased by individuals, only the family members of the owner/lessee of the aircraft will be permitted on board as passengers.
*For private aircraft owned or leased by companies or corporate entities, only the employees and members of the Board of Directors of the company will be permitted on board as passengers.
*For aircraft belonging to non-scheduled or scheduled operators, only the employees and members of the Board of Directors of the company or the corporation may be permitted on board as passengers; all operators will declare the identities of all passengers on non-revenue charter flights in the appropriate general declaration forms prior to obtaining ATC clearance.

Nigerian carriers operating revenue passenger charter flights will be required to have a current non-scheduled or scheduled operator permit with operations manual that contains flight duty time limitations, which will be strictly monitored on regular basis.

Retention of foreign registered aircraft in Nigeria will not be permitted beyond a period of 15 days from date of entry. However, the Minister of Aviation may, in certain circumstances, grant the extension of this period for up to 60 days.

Anyway, wetin concern us? We no get private jet so...

They want to make sure theren't any collateral damages a la azazi/kaduna governor. I will be careful to be flying on these planes anyway. You don't know who has enemies or or has vexed the government. Like Bakare said last year "you fly alone, you die alone".

The regulatory body is trying to regulate the use of private jets because the private jet charter companies are cutting corners and they are not remitting as they should to the authority,Nigerian govt is losing alot of money Hence the need to monitor them closely.they are trying to spell out the people with private jets and the private charter companies.

WASHINGTON — Travelers who fly on private corporate jets would have to clear background checks before boarding under a new proposal made Thursday by the Transportation Security Administration.
The TSA is seeking to impose the security requirements on roughly 15,000 corporate jets and 315 small airports that currently have none.

A group of private-plane owners and pilots warned that the proposal could be costly and represent an unprecedented intrusion into private flying. Hundreds of thousands of people travel each year on such jets.

There is no specific threat to corporate jets, but the TSA said in its 260-page proposal that many are the same size and weight as commercial planes "and they could be used effectively to commit a terrorist act." Private jets, possibly packed with explosives, could fly into a building or could transport terrorists or dangerous materials, the TSA said.

"This is an important milestone," said Michal Morgan, TSA head of general aviation security. "It's the evolution of security into a new operating environment."

The proposal would take effect next year at the earliest and be phased in over two years. The TSA said it would cost $200 million a year, with corporate jet owners paying 85%.

Passengers would have to be checked against a terrorist watch list, just like airline passengers. They would also have to give their names and birth dates. The TSA says the checks would likely be done by companies that specialize in the process.

Morgan said passengers who regularly fly on corporate jets could be cleared once and would not have to face background checks again. Pilots of corporate jets would also have to pass criminal background checks.

The proposal does not require physical screening of passengers and does not regulate more than 150,000 smaller piston planes.

Andy Cebula, government-affairs chief for the Aircraft Owners and Pilots Association, warned that the TSA might try to regulate the small planes in the future. "It's a big step," Cebula said. "It would be like if you were driving your car and now you had to go through a background check."

All this new decree is only because of the President's face off with Governor of Rivers State (Amaechi). Why will NCAA tell you who to and who not to carry in your own private jet. This is like the Road Safety Commission telling you who to and who not to carry in your car.
Let politics not dictate to us how to live a good life. Why must political differences dictate to people how to run their lives? President Jonathan is showing the other side of his dictatorial leadership. When you think such a man is quiet and gentle, then you are thinking wrongly.

A cursory look at the foregoing intro of the National Civil Aviation Policy 2013 indicates that private jet owners are not totally barred from carrying friends e.t.c
It only state that owners of the jet would not need approval from Director-General, NCAA for their families but would have to apply for approval to have their friends and associate fly with them anytime the need arises.
friends of jet owners, do not worry, your friend only need to apply.
