Nigeria's four refineries to begin operation next month - NNPC

The spokesperson of the Nigeria National Petroleum Corporation, NNPC, Mr Ohi Alegbe says that Nigeria's four refineries - two in Port Harcourt, one in Kaduna and the other one in Warri will resume production next month.
“The refineries at Warri, Port Harcourt and Kaduna will resume next month after a successful turn-around-maintenance (overhaul) of their facilities. The turn-around-maintenance has been on for some time. We did not just want to make any noise about it. The refineries will start production as soon as they have delivery of crude oil for refining,” he told AFP. Amen!

Port Harcourt Refinery worked for 21 days in November last year andgenerated billions of naira. What has happened since then? I cannot confirm, but there is a school of thought which says that the refineries are being painted bad so that they can be sold to some vested interests at a give-away prices.“Why is crude not allocated to our refineries often, whereas we export crude often to refine abroad? Why do we believe so muchin carrying crude outside to refine? This is a food for thought for the incoming government”, he queried.

Grace and truth,the turn around started with obj,yaradua continued,Jonathan started then stopped about Four months into his tenure for reasons we all know so no point getting into it.What was left to do wasn't much so with the exit of Mrs Deziani,the NNPC senior officials wanting to please the new president proceeded with what had been ongoing for years before being stalled by Mrs. D.

The Minister of Petroleum Resources, Diezani Alison-Madueke, on Friday explained why Nigeria’s four refineries in Port Harcourt, Warri and Kaduna have still not undergone repairs more than four years after their original builders completed the technical assessments on them.
Speaking as a guest on a radio programme monitored in Abuja, Mrs. Alison-Madueke, said the turn-around maintenance, TAM, had not taken place due to the level of decay at the plants.
After her assumption of office in 2007, the minister said she carried out extensive tour of the refineries to assess the functional conditions of the various units.
She said at the end of the tour, she was shocked at the extent of dilapidation and the state of decay of the equipment, adding that most of the units were obsolete that they could hardly produce again.
“To get a replacement for the equipment was not possible, because they were obsolete,” she said. “For over 20 years, the equipment were not changed or maintained.”
She said her findings compelled the government to immediately invite the original builders of the refineries to carry out a complete technical assessments of them to determine the corrections that needed to be done
“It was clear that contracts had been given out by previous governments, but the people who took the contract did not know what they were doing because of the state the refineries were at the time.
A preliminary timetable for the repair work was drawn up for the repairs to be completed within 24 months to raise the production capacities of the three refineries to an average of 90 per cent.
It was learnt that the Japanese firm that built the Port Harcourt refinery had relied on the evidence from a security tracking device, Nigerian Security Tracker, NST, to take its decisions on whether to come to Nigeria or not.
The device is a project of the United States Council on Foreign Relations maps violence in Nigeria motivated by, socio- economic and political grievances.
After prolonged negotiations on security, insurance, and labour costs, the minister said government could not sign the formal agreement with the companies due to the prohibitive cost of foreign patronage and issues of guarantees and warranties for post-work maintenance.
The last time a comprehensive TAM was conducted on the three refineries was in 1992.
The Nigerian National Petroleum Corporation, NNPC, monthly production information, MPI, for December 2014 showed that only Port Harcourt Refinery is currently functional at 8.77 per cent capacity utilization

Evil diezanni concluded that we can't produce oil in our refineries due to the dilapidated state and GEJ did a huge favour by subsidising fuel. Just less than 3 weeks after election all the queues in petrol station in Abuja disappeared. If them like make dem don dey on am since, all I know is that we finally have a leader who knows what the office CinC means and not 1 who takes it as a title. Make dem nor let operation start now. Just like GEJ said in an interview in London b4 being elected " I dnt know what subsidising of petrol products means I was head of state and had a minister for petroleum we made several barrels and not a time did we hear abt subsidising, I was minister for petroleum and in my time we ddnt subsidise fuel but like I said when I get there am sure the people responsible would be able to explain" Lmao make una explain now! Next day after this interview marketers called off thier strike. After election, abuja city when no get fuel months b4 election suddenly queue stopped! Guys, I can tell you authoritatively that the refineries were all working before now. The problem was that the refineries, NNPC, DPR, PPPRA and FG officials all connived to take refined products and reroute to Nigeria as imported products just to collect billions as subsidies. GEJ could not stop the cabal or he simply benefited from the sleaze. But Buhari is here and they know that they cannot continue to do that.

This isn't the full story. Each Refinery will need to have $500mUSD each to be at full capacity plus money to operate. They have a long way to go, but at least they are trying to move in the right direction.

We had a Minister who at every turn preached the impossibility of making refineries work in Nigeria.The NNPC seconded that thought, you might say danced to her music. Now what do we hear,the seemingly feckless GEJ Govt. was secretely carrying out maintenance works on all four refineries. Are these sorts of things meant to be held as state secrets? Too much talk about who gets the credit. I think the answer is simple. GEJ gets the credit for doing the maintenance, PMB gets the credit for bringing them back to life.Because if PMB was not in charge, that maintenance would have gone on for another 4years(while others are pocketing the money) and Oil marketers who have partners in NNPC top execs would have continued to fleece the country through unrealistic subsidy figures. The fear of PMB is truly the beginning of doing the right things.

Turn Around Maintenance takes 45 days. If it has taken longer it means it was delayed for particular reasons. I want to assume then that the TAM started after the election was won and lost. Maybe the contract had been awarded and some people sat on it? I guess the fear of Buhari expedited the process

It would have bn dumb of Jonathan to be working on the refineries and not mention it during the campaign , and it's impossible for pmb to have fixed it within weeks he his not a magician . In reality nothing really happened to the refineries

I cannot confirm, but there is a school of thought which says that the refineries are being painted bad so that they can be sold to some vested interests at a give-away prices.“Why is crude not allocated to our refineries often, whereas we export crude often to refine abroad?
