You can't have zero corruption where you have human beings, however you can reduce it to a point where it has negligible effect on the economy, infrastructure, standard of living etc. As for the someone else assuming the presidential seat and their making it ungovernable, Obasanjo was there and they didn't make it ungovernable for him. I'll tell you my true feelings, if you're a president and you can't deal with people who make trouble, you let the people you lead suffer, which is unacceptable.
