These photos were shared on social media and purportedly taken in Abia state (can't confirm this). According to the story, the lady was initially upset when her male companion ignored her. But the man later behaved himself and they kissed to the amusement of people watching...
People like these can be rehabilitated. If Fashek Majek was not helped by someone we would have considered him gone. People just drop out if the mainstream but still might be intact internally. Sometimes certain virus infections even make someone mental but when the viral load goes down sanity returns.
Are you sure this people are not faking being mentally challenged to familiarised themselves to the environment? Because different tactics in this Nigeria.
