Wait, is that a Borno state House of Assembly member kneeling before the state governor?

Borno state governor, Kashim Shettima pictured above with an alleged member of the state House of Assembly. Was he trying to pick something from the floor when the pic was taken or he was really kneeling/prostrating before the governor?
