According to the prefect of the school, Ret. Supt. Edilberto CastaƱeda, the Nigerian, Godwin Rimamchirika Samuel, 24, a Naval Architecture and Marine Engineering student at University of CEBU, became angry when the office in the school that handles Nigerian students, did not release his Training Center Certificate.
Based on the police report, Samuel allegedly tried to slap Ancit in the face but Ancit managed to parry the hit. Samuel allegedly tried to hit her the second time and when she tried to avoid it again, she got hit in her arm instead.
The victim, Ancit told The FREEMAN a formal complaint is being prepared against Samuel.

Some Filipinos are annoying to deal with, I don't know him but haven't studied in the Philippines for years and knowing how they do, they will blame him even when it's obvious the staff provoked him.
You may not know how annoying some Filipinos are, Samuel paid for his trainings but they refuse given him his training certificate because nimasa hasn't paid for the scholars school fees and other stuffs.
