Lol, Linda I think it's trying to scratch both hind legs; however, you might be right that it's trying to lure people to get help. Maybe the person that shot the video has seen enough and decided to get evidence.
It happens to me sometimes when I sit in an uncomfortable position for a very long time. When I try to walk afterwards, I am absolutely unable for a while, till I get blood flowing to the legs again.
It looks rather like a dumb dog because it got jittery in the middle of a busy traffic, hind legs got frozen momentarily.
