18 states owe civil servants salary in Nigeria, NLC plans to embark on indefinite strike

The Task Force of the Nigerian Labor Congress has revealed that 18 state governors are owing civil servants in their states salaries and arrears of pensions running into months. The leadership of NLC says workers in these states might be embarking on a nationwide strike on Monday May 25th if their state governors do not pay before the new administration takes over.

According to Punch, the states owing salaries or pensions are; Abia, Akwa Ibom, Bauchi, Benue, Cross River, Ekiti, Imo, Jigawa, Kano, Katsina, Kogi, Ogun, Ondo, Osun, Oyo, Plateau, Rivers and Zamfara states.


Abia state was listed as the state that had not paid its civil servants salaries running into nine months. The state is also said to be owing workers of the Hospital Management Board eight months’ salary; Abia State Universal Basic Education Board, six months; Abia State Polytechnic, five months; local government workers, four months; and teachers, three months’ salary arrears.

The report stated that while Enugu State had paid salaries of civil servants up to date, parastatals were owed 12 months’ salaries and pension and gratuity remain unpaid since 2010. Others states owing are Osun State with six months’ salary and pension arrears; Plateau with six months salaries and seven months pension; Benue with five months salaries and four months pension arrears; Kogi with four months of pension and salary arrears; and Oyo which owes three months salaries and between five and 11 months of pension arrears.

Ekiti state had not paid its civil servants salaries in the last three months. Jigawa is owing judiciary workers a month salary arrears in 2015. Ondo state is owing its civil servants one month salary and pension, while Ogun state owes its civil servants one month salary and 52 months of unremitted pension deductions to the Pension Fund Administration. Although Zamfara State has paid workers’ salaries up to date, the salaries of workers who were recruited in 2014 have not been paid.

The NLC Task Force also stated that Rivers State owes one month of workers’ salaries and three months of pension while Kano has yet to pay newly employed teachers for three months.

Shame on all of them. The oil has messes everyone up. Upon all the money that they collEct from their citizens in form of taxes and levies, they can't even pay salaries let alone capital expenditure. God will surely visit the governor of Abia state and his family as due/according to his deeds. I wonder how people go to bed at night and sleep knowing that families are hungry and poverty-stricken from their immediate actions. they used the whole money to support GEJ during the last elections. Selfish people. God go judge all of una.

And for the umpteenth time,I ask what have our law makers in the house of assembly doing?.I thought we have the principle of checks and balances in place? This country is going tupsey turvey under our very noses.Just look at the fuel scarcity that has engulfed the nation and someone will keep praise singing these thieves @ the corridors of power? I pity Buhari and the incoming governors. They are about to inherit the worst economy as Osinbanjo rightly puts it.

For Abia State, it's not true. I work at the Ministry and we are not owed. I heard one or two parastatals that are supposed to remitting money into the State Govt Account are being owed two months.

That of Abia state is a very serious issue.T Orji has messed up the state.The incomming govt.should not take it lightly with T Orji as he will be going for senate.
Abia workers has really suffered in his hands.A worker deserves his/her pay as at when due.
He should be forced to pay the workers before entering that senate.

Abia state dont owe as much as being on the charade ...i think its only a few agencies and parastatals under subventions but they are meant to be independent based on the revenuw they generate.Abia has been doing well to make sure civil servants get their pay packages and am not sure there is much left undone in that regard.

Most state governors in Nigeria are owing salaries. Even the FG is not left out. In Abia, every ministry have been paid up to date, only that some parastatals are still being owed few months salaries but not up to nine months as stated by this report

Then what is happening in Edo State. I learnt that some of the tertiary institutions are yet to be paid. Example is College of Education Ekiadolor in Benin City. Workers there have not got promotion arrears from 2010 to 2013, no governing council in that jungle, no gratuity exists for workers, no salaries for three months now, no promotion since 2014, even the Lecturers co-operative is held for two or three months by Management. I learnt the Governor sends funds every month. My uncle works in that jungle. Recently the Provost suspended some Lecturers. The College is boiling. I think the Governor should remove the tyrant of a Provost and appoint credible leaders who will move the Institution forward.

This is falsified against some states. Abia State is not owing it's ministry staff but one or two agencies that are money bags that are supposed to pay their share staff from their internal earnings

They are mainly APC states. These states receive higher FAAC allocation and borrow heavily yet they cannot fulfill their primary obligations to their people. Up Anambra State
