It makes no sense for low skilled folks to move to Lagos. To do what exactly?
They'd be better off living in whatever place they are. At times being a small fish in a small sea is way better than being a small fish in a big sea...
What about tackling traffic problems by building railways? That would drastically improve the lives of ordinary people compared to the 'new city'. Who knows when/if the project will be completed. If there is good transport system in place, people would not mind commuting to Lagos from other states for work/pleasure. All the same, i wish them luck.
