Abuja. Road users say the cows are a constant nuisance to them. The cows can be
spotted every morning as they leave their base and every evening as they
return. Hasn't grazing been banned in Abuja?. More photos after the cut.

When you make rules with no enforcement it's just business as usual! What has the authority done to ensure their rules are adhered to???
