They are supposed to contribute a certain percentage towards costs and divide the profits at same ratio, after deducting tax from the oil companies. As far as I know, this doesn't happen. The oil companies bear the cost of everything and Nigeria collects 100% of the oil sales money. They then reimburse the companies their costs plus their profit ratio, less any applicable taxes etc. In fact, the NNPC at various occasions has failed to pay out these monies when due and has lead to contractors being owed for months.

Well Dokubo isnt totally wrong... imagine the likes of Tinubu (APC) controlling oil money! the only road constructed for eti-osa is heavily tolled. A tiny link bridge from lekki-ikoyi tolled @ N250 per car!
Airways will probably be tolled!
Although war might not be the best option... and dokubo might not be a saint... but he speaks for the average Niger Deltan and any marginalized Nigerian... militants can get away with stuffs like these bcos the FGN and the international community are very well aware of the marginalization of the Niger Delta... so war against the Niger delta militants isn't really an option. they'll turn out to be martyrs!
