Sadly, the rice-and-other-commodities strategy works. Hungry people abound all over the country.
The only problem is that the rice will last for 2 months at best, (the average family in Zamfara consists of more than one wife and several children), while the Governor gets a 4 year tenor in exchange. Food for thought.
