2014: FG To Maintain Presidential Jets With N1.52Bn - Punch

The Federal Government has budgeted N1.52b for the maintenance of the 10 aircraft currently in the Presidential Air Fleet in 2014.
The maintenance cost is slightly higher than the N1.5bn proposed as the initial deposit for the purchase of additional aircraft that will bring the number of aircraft in the fleet to 11.
This is apart from the N747m earmarked for the purchase of aviation fuel for the aircraft already in the fleet.
These figures are contained in the details of the 2014 Appropriation Bill presented to the National Assembly by President Goodluck Jonathan through the Minister of Finance, Dr. Ngozi Okonjo-Iweala, penultimate week.

The government has also earmarked N458.5m for international trainings for the fleet’s personnel in the coming year.

Another chunk of the budget for the fleet is the N675.9m budgeted for the rehabilitation/renovation/repairs of PAF Barracks.

A whopping N405.5m is also proposed for the completion of a hangar project under the PAF budget for the year while N106m is earmarked for tyre bay tools and equipment.
The PAF’s security vote (including operations) is N259.55m; insurance premium — N445.7m; as well as cleaning and fumigation services —N58m.

N71.74m is budgeted for 797 units of LG 2HP air conditioners for PAF Barracks; N40.5m is earmarked for three units of Toyota Coaster buses and N26.4m for four units of Toyota Hilux.
Motor vehicle fuel will gulp N29.6m, other transport equipment fuel cost — N26.5m; plant/generator fuel cost N14.5m as well as cooking gas/fuel cost — N2m.

The N67m devoted to miscellaneous included refreshment and meals — N28.9m; postage and courier services — N15m; medical expenses — N12m; corps members kitting, transport and feeding allowance N3.7m and honorarium and sitting allowance — N3.6m.

PAF is said to have the third largest fleet of aircraft in the country with a total of 10 aircraft, coming closely behind Aerocontractors Airlines, which has a total of 14 aircraft.

Arik Air, the largest commercial airline in the country, has a fleet of 23 aircraft.
The PAF include two Falcon 7X jets, two Falcon 900 jets, Gulfstream 550, one Boeing 737 BBJ (Nigerian Air Force 001 or Eagle One), and Gulfstream IVSP.

Others are one Gulfstream V, Cessna Citation 2 aircraft and Hawker Siddley 125-800 jet.

I agree with the use of the funds in other sectors and downsizing on yhe # of aircrafts in the presidential fleet. However, the budget price for preventative maintenance is not outrageous. Some of the aircrafts might be due fo r extensive checks that runs pretty high. They might have also budgeted for cabin interior modification of their aircrafts with some of the new state of the arts in-flight entertainment system out there. So, no cheating from the presidency on that budget.

It is sad that our budgeted recurrent expenditures are more that our capital expenditure. I can't really comprehend what our constituted authorities or government are giving back to the governs. Besides, it is disheartening reading some senseless comments from the most affected Nigerians and the so called "our future leaders". Our government abuse of power and misplacement of priority are undoubtedly some of reasons we are regressing. Nothing is apparently working in Nigeria and we are far from finding a lasting solution to our numerous problems.

We all talked as usual, Gucci beans, Prada rice, blah blah blah. So many acts of Corruption - FaCrook, fuel subsidy, banking sector, bode George and Alams who got a presidential pardon or reversal of judgement. Yet all WE do is is "Chei! Can you imagine???!". Hello Linda, I am commenting on your blog for the first time even though I am an avid reader. I thank you for the good work you are doing. I would encourage you, however, to please avoid sensational reporting. I understand that it is the fad to criticize the president and the federal government. Right now, it is the easiest thing to do and probably a good way to feed on Nigerians' deep lack of trust for everything including themselves sometimes. I suggest that you contribute to positive journalism by making educated researches and then provide balanced information. How much do other countries and other national governments spend on their presidential fleet and running their state house. Compare with countries we aspire to be like such as the USA, UK, South Africa, Japan, China, South Korea, etc. Compare with countries similar to us right now such as Ghana, Zambia, maybe Egypt, Ukraine, etc... and then you can give a balanced picture. Then we can make an intelligent assessment of the profligacy or otherwise of the government.. We should understand that the presidential system or the State house is like an institution. It is like a company, as far as our system of government remains the same, it does not matter the president there, they would always spend similar amounts on maintaining the state house. What we should request for is a radical change of system. Maybe a leaner govt, leaner legislature, more decentralized government, and that's not possible without a drastic change of system and constitution. I suggest you inform your readers about critical aspects of the budget that affect Nigerians. For instance, how much is the government planning to spend on education, health.. Is money planned to be spent on power after the recent privatisation? Is money planned to be spent on the refineries even though we plan to privatise? How much money is budgeted to maintain federal roads? Is there hope that the East West road which Amaechi has fought about or the Second Niger bridge would be completed or taken to advanced stages in 2014? These are the critical questions we should ask that would really add value to our country. Unfortunately, I have not seen any of these in both mainstream electronic and social media. It cannot be that Nigerian youths are not intelligent enough to think rationally and process, debate and discuss issues that are not mundane. Thanks

Fantastic Response! I am sick and tired of Nigerians cynicism and ignorance! What is the basis for criticizing the said amount budgeted for these aircraft maintenance and services, have you negative minded individual done any feasibility studies on the subject matter to ascertain for a fact what the cost of runing a presidential jet cost? Its only in *NG* that the office of the presidency is treated with so much scorn,disrespect, contempt and disdain. But one thing you lots are not getting is that when you keep criticizing, trashing your national symbol then you are hurting yourself too because you cannot remove from the fact that you are Nigerian! However, it is indeed a fact that we have a corrupt system but it is worthy to note that it is a systemic problem that has its root in errors of the past. It did not suddenly start. We strive to be better but we can't get better as a people if we are full of cynicism! I think that when citizens become positive minded and a little bit patriotic then we will be on our road to recovery of our lost glory as a nation. As good as your presentation was, your comparism of Nigeria's recurrent expenditure to the developed nations is appalling and lacks objectivity. Before we can compare Nigeria expenditure viz-a-viz any developed country, we need to determine the total budget of a country and the percentage earmarked for both capital and recurrent expenditures. Besides, when this is done, we will know what Nigerians are yearning about. We need to ask ourselves what this present govt has achieved in terms of providing basics amenities to the people, security of lives and properties, employment and above all general good governance. Don't even compare Nigeria with any developed nation as they are in different planet! It will interest you to know that Nigeria's senator salary is more than the UK PM. The UK MP or any public office holder is either sacked or resigned for just minor mistakes or foul words and in Nigeria, reverse is the case.
