They are kingpins running that agency, who award scholarships to their friends, family and kindred. The scholarships are also being sold to the public. This is not what it was meant to be. That's not lovely that's dangerous!! Poverty and lack of education is a real epidemic! That's what is killing us. If this man gets hit, or his Keke jerks too fast, that belt will snap his neck, and his head could immediately become dislicated. As simple as a seat belt looks, a lot of engineering goes into them, and how to make them safe for us. There is a reason a seat belt goes across the chest. Smh
That's not the point. A seat belt in a tricycle is perfectly fine. It's the way he is wearing the belt that is both wrong and extremely dangerous, hence it's defeating the purpose of having a seat belt in the first place because his life is even more at risk.
