I think security agencies and medical personnel should be the ones to know the identities. Although It's unfair to put others at risk but, if their identities are revealed, their families will suffer the consequences because of stigmatisation. Revealing them will also add more tension to the already tense atmosphere.

Since contact with a carrier doesn't necessarily lead to d disease, what measures are in place to separate those that actually have been infected with those awaiting confirmation.
