"FG can't meet ASUU's N92b demand' - Ngozi Okonjo-Iweala says

Minister of finance, Ngozi Okonjo Iweala said yesterday during the opening of the two-day meeting of Commissioners of Finance and Accountants-General of States, that the federal government can't meet the N92billion being demanded by ASUU.

 Ngozi Okonjo-Iweala said
“At present, ASUU wants the Federal Government to pay N92 billion in extra allowances, when the resources are not there, and when we are working to integrate past increases in pensions. We need to make choices in this country as we are getting to the stage where recurrent expenditures take the bulk of our resources and people get paid but can do no work. Since I assumed office, the share of recurrent expenditure in our total budgets had increased astronomically. In fact, recurrent expenditure accounted for about 77.2 per cent of the federal budget and we are now working to re-balance this ratio.
The country is still suffering from the effect of the 2010 increase in salary. Do we want to get to a stage in this country that all the money we earn is used to pay salaries and allowances? If the demands of the university lecturers are met and we continue to pay them salaries and allowances, we will not be able to provide infrastructure in the universities.”
So what does this mean? Students will continue to stay at home?

How sad...and all this will be at the detriment of students. Too bad a country!

And in other news, here is what Hon Patrick had to say about the ASUU and FG stalemate:

"This ASUU strike is a miasma of a deprecable apothesis of an hemorrhaging plutocracy, cascadinly oozing into a maladorous excresence of mobocracy.
With all tarmangant ossifying proclivities of a kakistocracy, our knowledgia centura is enveloped in a paraphlegic crinkum crankum.
Therefore, ASUU, cest in dejavu, dejavu peret ologomabia."

Can't believe she's talking about workers being paid salaries without working for it when herself and her colleagues are being paid millions in salaries on monthly basis only to deteriorate our country the more through their selfish means..Most of these lectures work hard to earn their monthly income and all they do is sit there in government house and embezzle our money without setting reasonable plans to increase the country's standard..

Really?
How would the resources be "there" when the lady in charge of Nigeria Stock Exchange made a mess of it,dipped her hands into stock monies and got away with it.
How would it be "there" When government officials pulled off that pensions fund scam?
How would it be "there" when senators are paid huge sums to make paeeophile policies.
But the resources are 'there'to support the first lady's flamboyant lifestyle, init?
I just feel bad for the innocent kids that have to sit at home while their leaders continue to play a game of chess with their futures.

I like how the FG makes it look like ASUU is all about salary and allowances, when what they are really fighting for is an upgrade in facilities. Nigerian students should be honest with themselves, is it palatable being in a classroom with 500 people in a space that was meant to seat 100? Is it okay that schools do not have adequate research labs or training facilities for its students? How do you expect a lecturer to handle a class of 500 hundred students with no graduate assistant or teaching support? I have worked in academia for the last 3 years in the US and professors with as little as 30-40 students have atleast 2-3 teaching assistants doing all their work. We will never grow as a country if we do not demand quality in our education, health, economic, security and justice system

But what I don't understand is why is it that it is only when Labour or ASUU or Doctors are on strike that federal government won't have money to pay them but our legislators and representives (in upper and lower house) keep collecting their sitting allowance and their salaries without going on strike, even our senate president proposing for ex senate/house of rep leader to keep collecting salaries after their tenure but when it is for the masses until they strike they won't pay them. If anybody say ASUU is fighting for themselves then the person is a fool because it is these people that lecture them and they are also fighting so that the university can be conducive enough for learning. So my point is that if truly our government is broke and can't afford such money, the effect should not only be on ASUU, it should be on our legislators, executives and all government offices. And also if this woman can find solution to the issue of high recurrent expenditure with all her harvard degrees then its a shame and she's better of resigning for good. *ThatFunctionGuy*

".....We need to make choices in this country as we are getting to the stage where recurrent expenditures take the bulk of our resources and people get paid but can do no work..." Yes, indeed, madam Minister, we need to make choices. Let's start with the obscene salaries of the senate and house of representatives who collect the highest salary of any legislature in the world and yet rank among the MOST INCOMPETENT and CORRUPT; then we cut off all the personal/special assistants to PAs and SAs, prosecute the REAL CULPRITS that are draining the country dry.....government officials who clearly live waaayyy beyond their means. Its unfortunate that the academia has to bear the brunt of gross mismanagement of our resources. This ASUU_government saga sends a deafening message to the rest of the world how serious we are as a people and what our national priorities are. The lip service needs to stop. No serious society on earth messes with its educational system....except of course, its called Nigeria. smh

Anonymous said...

I don't see the need to insult the Minister. Yes she went to Harvard, yes her children schooled abroad, does that mean she should do as ASUU demands because she schooled abroad.

She is doing her job. Part of that job is to manage the economy. She is not responsible for determining the ridiculous salary we pay our leaders, she is not responsible for the thieves in Pension scam because that started a long time ago, she cannot decide what the first lady can or cannot spend et.c She can only work within the space she has, and one of them is to balance the books.

I agree it makes no sense if we spend all our resources on salary and then start to shout no development, no electricity, no jobs et.c

Two options to reduce recurrent expenditure: slash the pay of our leaders or fire a lot of people. There are many teachers/lecturers offering little or no value yet if one embarks on firing them, it ends up as a strike.

If you want bonuses, if you want more investment in education, if you want eligible and well qualified graduates, then GO ON STRIKE TO DEMAND A REDUCTION IN THE PAY OF THE LEGISLATORS....just like we did with fuel subsidy.

Again, we cannot expect any development if we spend everything on paying salaries......

Our problem is over-dependence on oil money. The real issue is that our goverment lacks the know-how on how to manage an economic as large Nigeria. Let take a simple look at Dubai ( UAE) twenty-something yrs ago, they foresee the future and knew the black gold the arid dry land is enriched with might dry up someday, They came up with a giant plan which no one ever imagined, they to turned the arid dry land to a mega city that will attract millions of poeple to come visit, to shop which apparently will bring earnings ( Foreign Cash if am right) now they channel this earnings to different sectors like education which is the backbone of any intending country that wants to be self sufficient and compete in todays 21st century. Madam Ngozi Okonjo-Iweala, first of all lets start by defining Recurrent Expenditure. By my little knowledge of that phase ''Recurrent expenditure is the cost that a Govt/business incurs to ensure efficient and smooth operation of the business right?. It mainly involves paying resources/allowance and bills that will always be there on a monthly basis. Here are the solutions so that ASUU can end the indefinite strike presently consuming students of various institutions in Nigeria. Reduces the expenditure Period.... Channel enough resource to Education. As the coordinating Minister of Finance, Encouarage Government to invest in other sectors of the economy. Transportations, Agriculture, and Health Care. Atleast Taxes as a source of revenue for the govt should be placed on these earnigs yield out, our dear country will forever move forward.FG also need to demonstrate the point by cutting down greatly on the unreasonably jumbo pay to the National Assembly, Federal Executive Council members, Special Advisers and all political officers At it stands right now, 80% of our oil proceeds goes on salaries and allowances of Senators, Ministers and Contractors plying the govt. Sooner or later the govt will say they are broke and can't finance education anylonger, then ASUU will pack and go, then our brothers and sisters will then go and start enrolling in private Universities owned by the top players... Nigeria Educational System is a rollercoaster.

Nigeria is not a productive economy. All the money circulating in Nigeria is oil money. There is no product that leaves the country as to bring in foreign earnings. PHCN, CUSTOM DUTY, all the things you mentioned above are oil money that left Nigeria and is coming back through the borders. For instance, a trader goes to Dubai or China to buy an expensive upholstery and pays heavy custom duty on it at the borders, comes in and sell to an ASUU member who has exploited his student who is an oil worker or whose father is a political appointee. Has this made Nigeria to earn anything? The answer is NO. In this chain, the only person that has earned something is the producer in China or Dubai. But think of it, if a young graduate produces a phone charger and markets it in Togo, Cameroon etc. and while coming into Nigeria he pays duty on the vehicle he bought with the proceeds of his product, then there is earnings outside oil

Madam Okonji Iweala is making sense quiet alright but so many lapse here and there, supposing Subsidy Thieves have been apprehended and over bloated Salaries of our Law Makers were checked wont there been enough for the Education Sector. It seems University Teachers are been humiliated and some People interest are been taking care to the deterrent of suffering Nigerians and the Country and it like the game continues without real checks. We need to rise up and call a spade a spade. Legislators Salaries should be reduced drastically and the Institution made a Part time Job and the Subsidy Thieves probed A-Z period and other Fraudulent loop holes plucked.

Its unfortunate that some students out of ignorant are condemning a strike that is meant to pressure our CLUELESS LEADERS improve the standard of facilities in our Universities. It is sad that most of these students don't even understand what a University is, when non of our Universities are rated among the first 1000 in the world.

NANS where are you? SNG where are your Voices? NBA, you have become a department in ASO ROCK. NLC, this will not put money in your pockets.

Shame! shame!! Shame!!!

Am short of words honestly......I've always disliked this Ngozi Okonjo Iweala seriously!! The woman is so annoying + the way and manner she's advising 9ja's president is something to be really worried about!! She's indirectly ruling this country I swear...The standard of Nigeria's education is lower than average and this is because while other countries spend heavily on improving their educational sector, Nigeria budget allocate the least amount of money to Education; how sad!! Nigerians are now running to Ghana to study just imagine, Ghana can now boast of a better quality of education than Nigeria #confirmed with facts#
Money in this country are channeled to unnecessary places,is so annoying watching NTA news and seeing the unnecessary display of wealth and stuffs like that..

Am not surprised at Ngozi's response to ASUU after all,her children all studied abroad!! Still wondering why the president didn't respond to ASUU himself after all he had series of meetings with them personally (No he can't); Nigerian Iron Lady decided to do that for him, am not surprised though, the idea is hers!!

The youths are meant to be the leaders of tomorrow, why won't they help us be great. Why won't the FG reduce the salaries of the executive and legislative members of the Government and invest in our educationnal sector. This government has lost sight of its priorities but we'll sit and watch. Its days are definitely numbered

Most Nigerians do not know the real truth in ASUU's demands and the Federal Government's present position. ASUU should give details of their demand and Federal Government should also give details of their position. Information at our disposal is very scanty from both sides. Nigerians will be able to make reasonable comments on this strike issue. The job schedule of a lecturer goes beyond giving lectures. Let me say that many lecturers spend their salaries to carry out research, sponsorship for international conferences are scarce and may not be fully sponsored! Some issues must be addressed. These are basic things lecturers must have. Sponsorship to international conferences is compulsory and a lecturer that does not expose himself internationally, at least once in 3 years should actually be querried by the University authorities.

I have a solution: abolish the Senate, cut down the size of the Federal Government by 75%, clamp down on oil theft, use a real surge to wipe out Boko Haram, kill their sponsors within the political class and the Military (GEJ said they know them), and seize their assets, redirect security funds to development projects, cut the excesses of the Presidency. And there....you will have hundreds of billions to spend on education. Nigerians should note....if we don't provide qualitative academic and entrepreneurial education to those in need of it, the phrase "THERE WAS A COUNTRY" will be Nigeria's fate before 2020, and you don't need rocket science to discern this.

It is high time Nigerians stopped comparing university lecturers' salaries with senators' salaries. It is a recurring decimal whenever ASUU strike is discussed.Lecturing job is meant for people who have a deep passion for it.Any lecturer who desires to earn incomes like senators and live big like senators should simply resign his appointment and go and contest for a senatorial seat. Truth is.......
Nigeria is indebted.
Theres no country too big to fall into the pit of economic depression.look at Greece n co.
We spend so much money funding numerous parastals that don't bring in anything.
We are not running a sustainable system.
Are we saving for our future generation?
Time will come when oil will no longer be of value, just like coal.
When u pay these lecturers.doctors will demand.nurses will demand.armed forces.school teachers.there will be inflation.
What do these lecturers teach sef?
Come to class twice a week.teach 4 hours max in a week.
Come anytime they want.
Do business through out the week and tell students to come on Saturday for classes.
They don't even mark their own scripts.
Plssssss.they should chill.blackmailers!

its unfortunate that the FG is trying to paint ASUU in a bad light. Madam minister is trying to turn the public against ASUU. Lets even assume that the lecturers are asking for such amount, dont they deserve it??
does any of the polticians deserve what they are earning? 92billion which she claimed is the request of the lecturers is just a fraction of what was budgeted to build the VP's lodge, its also a fraction of what was budgeted for feeding, fuelling and general entertainment in ASO rock in a year. I think our politicians are out of touch with reality. they are also ultimately wicked.

Didnt madam minister see the amount that was budgeted for the VP's lodge to compare with what was budgeted as capital expenditure for all federal instituions. 14bn for a single building and 55bn for all federal institutions.
Madam should just be asking for forgiveness from God for making such an insensitive and wicked comment.

ASUU go on joooorrrrr.
