Alleged budget padding: I won't resign - Speaker Dogara says

Speaker of the House of Representatives, Yakubu Dogara, says he will not be resigning as speaker despite allegations of budget padding leveled against him by Abdulmumin Jibrin. Speaking to state house correspondents after his 10 minutes closed door meeting with President Buhari, Dogara said he will not be resigning as budget padding isn't an offence
''I am a lawyer and have been a legislator for a while. I never knew of an offence called budget padding” he said

  43. We must work seriously on our Budgeting Procedure to instill discipline and transparency. In the U.S what the legislators did is called putting PORK BARREL in the budget. Every legislator introduces "genuine traceable" constituency projects that they expect the Federal Government to approve. The Executive rejects some and when the economy is in distress as it happened in 2009 all Pork Barrels get thrown out. The budgets are transparent and detailed, and the implementation has procedures to show drawdown and balances including deficits. Unfortunately for Buhari he appointed an ex legislator as Minister of Budget and National Planning. He will cover up the crooked legislators, and like Dogara, the Minister of Budget Udo Udoma is also a lawyer. So this matter, though very dirty, is dead on arrival. President Buhari has to call up a workshop on national budgets, accountability and budgeting procedures in order to help map out best practices to eliminate corruption. It was okay for President Obasanjo to visit Buhari in Abuja on this issue. It needs to be recalled that his daughter Senator Iyabo nearly embarrassed President Obasanjo when she was caught padding the budget of the Ministry of Health while she was serving as head of Senate Committee on Health. This corrupt practice of budget padding must stop. By now the legislators and Ministerial Departments ought already to have been submitting their 2018 budgets (not 2017). This is what is done in decent countries where planning by government is taken as good business practice.

  44. Dogara is a very good and principled man. I have never seen a man that kind hearted and true, I am not from the North but I can say that he is definitely a true leader. Forget all this jibirin talk who is obviously being sponsored by Dogara's enemies. Budget padding ni! nugget addition ko! All these allegations are just aimed to drag the speaker down. Dogara has been in the legislature for long and has been an upright man so why are his opponents now trying to bring him down now he is speaker. Obviously they have searched for what to use against him but couldn't find then they use budget padding.So Jibirin who claims that he has been in the legislature since suddenly realizes budget padding is wrong but if we dig deeper you would see that this same jibirin in former legislative houses has done that, also he who comes to equity most come with clean hands. Jibirin has so many skeletons in his cupboard and I know he will be exposed soon, jibirin previous dealings and the contracts jibirn awarded and all the wuruwuru he has previously being involved in will come to light.

    1. You are the mumu and a bigger mumu at that. Anony@ 3.40 is right. Jibirin is sponsored by Dogara's detractors and those who want his position. Jibirin suddenly became aware of budget padding now. Biko there is nothing like budget padding. Any extra funds is for community and public relations plus logistics. Every Nigerian does that. Even in my little home when my children need school fees and pocket money they tell me a few higher than what it actually is, e.g school fees of 50,000 they will tell me 70,000 naira, then I will give them 65 or 70,000. Biko let's stop pointing fingers we are all guilty of school fees padding to our parents, siblings, friends and family members and we don't all do it as fraud but so should any miscellaneous and uncertainty like a lecturer making a handout compulsory we will have funds immediately available. Tufiakwa!! nigerians are hypocrites, cussing and pointing fingers at the same things that they do. Dogara has been in the legislature for long and has been an epitome of a good leader.
