INEC Card Reader is a fraud, it will mar March 28 polls - Fayose

Press statement from Ekiti governor, Ayo Fayose...
Ekiti State Governor, Mr Ayodele Fayose has described the card reader machines the Independent National Electoral Commission (INEC) intends to use to accredit voters during the March 28 and April 14 elections as a fraud capable of scuttling the elections. 
The governor, who expressed doubt over the forthrightness of the INEC chairman, Prof Attahiru Jega in handling the elections said; "Unless INEC has an agenda that is different from conduct of free, fair and credible elections, use of the card readers should be suspended for future elections so as to enable proper test running of the technology."
Speaking through his Special Assistant on Public Communications and New Media, Lere Olayinka, Governor Fayose, who said he was not against the use of any technology to ensure credible elections, added that the flaws recorded during the last Saturday test run exercise were too fundamental to be ignored. He pointed our that Jega was not being truthful on INEC preparedness for the election, saying; "Jega told us before February 14 that INEC was ready.

He heaped the blame for postponement of the elections on security. "However, the same INEC that Jega said was ready to conduct elections on Febuary 14 was testing card readers on March 7, meaning that all the flaws that characterised the Saturday exercise would have been witnessed on February 14. Wouldn't that have been disastrous?"

The governor, who said no righr thinking person will want to experiment with major elections, added that; "INEC ought to have tested the card reader technology with at least, a bye-election before using it for the general elections." He said; "From the Saturday exercise, it can be assumed that it will take an average of one minute for a card to be read. Given that accreditation of voters will start at 9am and end at 12noon, the card reader will be able to read 180 voters cards in three hours. What will then happen in polling units with 500 voters or more?"

Speaking further, Governor Fayose said the machines failed to recognise Permanent Voter Cards (PVCs) in most of the states where the Saturday test run took place while in some, the machines' batteries lasted for less than three hours.

"For instance, in Ebonyi State, we were told that Card Readers didn't recognize the fingerprints of voters who registered for the 2011 general elections. Even the State Resident Electoral Commissioner (REC), Dr. Lawrence Azubuike, acknowledged that the authentication process by the Card Reader was very poor.

"In Taraba State, many voters complained that the Card Readers could not identify their fingerprints. "Most importantly, it has been discovered that the card readers can be pre-programmed to reject PVCs. The card readers can also be pre-loaded, even without using the right PVCs.

"Therefore, Jega and his INEC must have to further convince Nigerians on their real intention for trying to use a technology that is yet to be tested and adjudged foolproof for a major exercise like the president election that is capable or making or marring Nigeria."

  8. You are very correct sir. Am in Ebonyi and my card is so authentic cos am a law abiding citizen. But it rejected my card . It was so startling to me. I was so happy that those that issues it to me weeks back were present when it rejected my card. Please this card reader must be suspended

I'm beginning to fall in love wt Gove Fayoshe's radicalism in buttressing the truth from his own perspective. First,he was the "whistle blower" concerning Buhari's ill health and need for medical attention. At last Buhari confirmed that he also had some medical attention while in the UK. On the law court when a party raises eyebrows about the fairness/impartiality of a judge, the judge is expected to excuse him/herself from that case. I don't see why the standard has be lower in an election this important.

  68. I have my doubts too. We should just hope that the other back up logistics are in proper shape, and mistakes rectified before the d-day. In my own opinion, I think INEC's planning, timing and run-up to the election leaves less to be desired. I agree with some of Fayose's submission.

      In Ebonyi State, in a particular polling unit, Nkaliki Echara Primary School, only 6 out of 25 registered voters who saw their names and profiles on the voters register were successfully authenticated. This translates to 24% success rate and 76% failure rate. In the same Ebonyi State, it took 20 minutes to authenticate one single voter. How long will it take to authenticate 500 voters? 1000 minutes meaning it will take about 16.67 hours (one hour for 3 voters) to authenticate 500 voters! What does that show, please? How much more time would be left for voting? In another polling unit, Edukwu Inyimagu Hall of the same Ebonyi State, out of a whopping 70 registered voters whose names were on the register of voters, only a miserly 3 were successfully authenticated! What happened to the balance 67? Only INEC and God can explain. This is simply translates to 96% failure rate!

      In Nassarawa State, the story is the same. In a particular polling unit, out of 10 registered voters, only 4 were authenticated, 60% failure rate, while each voter took 15 minutes for the card reader to capture the finger print of just one voter.

      In other examples, the card reader was hanging for minutes before re-functioning.

      The failure rate should be of more concern to us than the success rate. So, the fact that slight success was recorded in States like Lagos should not be enough to gloss over the monumental problems inherent in the process, which problems are clearly pointing to the disenfranchisement of majority of voters.

      Bottom line is that INEC should do a rethink on the use of the card readers. This is buttressed by the fact that, if by the time of voting, there are still people left who have not collected their PVCs, INEC may do well to consider combining the use of both the PVCs and TVCs.

      As I write, I have not yet picked my own PVC.

IN A REAL COUNTRY PEOPLE LIKE THIS FAYOSE WONT EVEN BE IN PUBLIC SERVICE,TALK LESS OF BEING A GOVERNOR OF A STATE TO MANAGE IN TRUST THE PEOPLE FUNDS AND RESOURCES HENCE THE QUESTION TO KEEP ASKING : How do we as a people reduce the levels of seemingly unquenchable greed in our system, the extreme level of mediocrity across public and private institutions and the ever increasing habit of spreading falsehood especially in government circles.
    Personally I believe these factors listed above are the bane of our society for they include some of the key factors that have practically eroded our value systems acquired from (traditional/religious/civilized culture), and they are feeding the monsters of corruption, violent crimes, religious and even social distrust.

INEC should have done a test of the card readers before confirming election date, besides whats his problem with INEC chairman when its his Boss GEJ that appointed him.   135. Fayose stole Ekiti State money, was impeached for the stealing, stayed bitter at OBJ for not covering up his crime as Jonathan would have.
    Fayose has stolen again, this time, a whole election. Scared he would be impeached again for theft and they sure are going to have to impeach him again because he cannot stop stealing.
    Buhari will not cover up for the criminal. The only person that will keep this criminal in place is their grand patron. This is why he fights. Fayose fights for the use of the office of Governor for looting purposes, nothing else.
