You don't see foreign leaders drive themselves not because they can not driver but for safety and protection they don't. So it is not in any way a big deal or a deal at all.

I assume the Security detail are posted there by DSS. A formal complaint should be made to their department. It should not happen again. That Governor is their responsibility.
