'I’m not a thief, I have a lot to tell Nigerians' - Dasuki says, denies awarding fictitious contracts

Former National Security Adviser Sambo Dasuki has denied allegations that he awarded fictitious arms procurement contract to the tune of N300 billion while he was in office. In a statement he released this evening, Dasuki said he was not NSA as at when the fictitious contracts were said to have been awarded. His statement in part below
"In a theatrical manner, the Presidency fed the public with many allegations against my person and yet-to-be-named former public officers.
To draw sympathy, the presidency quoted some absurd findings including extra-budgetary interventions; award of fictitious contracts; 53 failed contracts; payment for jobs without contractual agreements; non-execution of contracts for the purchase of 4 Alpha jets, bombs and ammunition. For undiscerning Nigerians, they may tend to assume that the allegations were true and pronounce the former National Security Adviser guilty as charged.
The statement issued by the Special Adviser on Media and Publicity, Mr. Femi Adesina, who should know better as a former President of the Nigerian Guild of Editors and a witness to history, was nothing sort of propaganda to cast aspersions on Dasuki. To set the records straight, Nigerians should appreciate that the AVM Jon Ode-led panel did not invite the ex-NSA under any guise before arriving at its ambiguous findings. At least, fairness demands that the panel ought to hear from Dasuki instead of its recourse to hasty conclusions. If the panel had been more patient and painstaking, it would have been availed of all relevant documents on some of the jaundiced findings. “As if acting a script, the Presidency alleged that the Panel accused Dasuki of awarding fictitious contracts between March 2012 and March 2015. Contrary to this claim, Dasuki was not the NSA in March 2012 and he could not have awarded any contract in whatever name. The ex-NSA was appointed by ex-President Goodluck Jonathan on June 22, 2012. All contracts and accruing payments were with the approval of the President and Commander-In-Chief of the Armed Forces. Once the ex-President approved, the former NSA paid. So, there was due process for every purchase in line with regulations guiding arms procurement for the Armed Forces. “And Nigerians should note that all the services generated the types of equipment needed, sourced for suppliers most times and after consideration by the Office of the NSA, the President will approve application for payment. For sensitive sectors (military/security), there was no room for awarding fictitious contracts. The conclusions of the panel were presumptive, baseless and lacked diligence. “There were no fictitious contracts; contract sums were not diverted and the relevant services in writing acknowledged delivery of equipment. For all procurements, the Nigerian Army, the Air Force and the Nigerian Navy have their contractors. “While awaiting judicial process on these allegations, it is proper to make some references to show that the presidency was just desperate to hang some former public and military officers who served this nation at the risk of their lives. “It is laughable for the panel to assume that 4 Alpha jets and 12 helicopters were undelivered. In a memo to the Office of the National Security Adviser(ONSA), referenced NAF/905/D/CAS of November 28, 2014, the immediate past Chief of Air Staff, Air Chief Marshal Adesola Amosu acknowledged the receipt of the 4x Alpha jets attack aircraft and the helicopters. On 10/21/14, the Chief of Air Staff also confirmed the receipt of F-7 N1 aircraft combination of 250kg bombs and accessories at $2,894,000 with the cost of freight at $1,200,000. The same Air Force confirmed getting 2xTri Shield 36DG Tactical radars “In another letter of December 1, 2014 signed by L.S. Alao(on behalf of the Chief of Air Staff), the Air Force said it received five containerized fuel storage and dispensing units with equipment. The Nigerian Army wrote the ONSA to acknowledge the delivery of 14 armoured tanks. In a December 13, 2014 memo, the Brigade of Guards thanked ONSA for releasing N30m for RCA, Operation allowance for Troops on Op Urban Sweep II for third and fourth quarters of 2014. This is apart from the installation of CCT Cameras at the Brigade Headquarters, 2 backscatter bomb detection vans and other equipment. On November 26, 2014, the immediate past Chief of Defence Staff, Air Chief Marshal Alex Badeh sought for approval of the award of one pair of uniform(in the interim) for the Armed Forces at N165, 375 to El-Jahab Mubarak Nigeria and N330,750,000 for two pairs. These are some of the acknowledgment letters submitted to me by the end-users(the services). It is not for me to go and find out whether the equipment were delivered or not. I am not the one keeping the inventories. “To show that I have nothing to hide, I submitted a comprehensive list of all requests for procurements by the services, the items bought and those equipment being awaited to His Excellency, President Muhammadu Buhari long before I left office. If there were issues, I should have been questioned. I was just the clearing house, I did not award contracts to my company or proxies. There was no contract awarded or equipment bought without approval from the then President and Commander-In-Chief. I am not a thief or treasury looter as being portrayed. “In order not to endanger the nation’s security, there are many salient issues and contracts which I cannot put in public domain. I am ready for trial on all these allegations in order to prove to Nigerians that I did nothing untoward in office. We will certainly meet in court. I have a lot to tell Nigerians but in the interim, they should not believe some of the allegations as the gospel truths. The good thing is that some of the key actors in the present administration were parts of the past process being viciously challenged. As for my tenure as the nation’s NSA, I acted in the interest of the nation and with utmost fear of God. I did not use the office for any self-serving agenda. I occupied the Office of the National Security Adviser at a difficult moment in Nigerian history when terrorism was at its peak and I am leaving posterity to judge me accordingly.”the statement read

He was asked where 5 billion allocated for soldiers weapons every year going to cos no weapons was seen, failed jonathan said I heard dis things are there but am not in charge. Planes are not AK47's..if they are not in use after delivery, it would be clear, and should generate some questions from your office. Without being presumptious, let me now ask: were the 4 jets used?   26. Dasuki, please, be strong. Nigerians are behind you. Be you innocent or guilty, you deserve fair trail in an open cout of law. Say no to secret court. You have nothing to hide, Buhari has nothing to hide. The cases must be heard in open court, not tribunal. This is democracy, not army rule. Buhari is 24 / 7 lies and deceit. Since he came into office, all he's done is useless publicity stunts and harass political opponents and those who didn't kiss his backside when he was the Emir of the Kingdom of Sambisa Forest.

    Dasuki has the upper hand. He needs to issue a 7 day ultimatum to Buhari and those thieves calling themselves APC leaders. That they withdraw all allegations and offer apology and pay compensation to Dasuki. They keep antagonising Dasuki, he should sink APC by revealing those scumbags that financed Boko Haram.

  27. Open trial is important, we Nigerians want to know the truth. What is top on our President's agenda???? With the number of terror attacks and death tolls on the rise, SECURITY should be first. Lets stabilise the country first. Next should be economic stimulation, this year has been the toughest economically, apart from oil price decline, nothing is happening. We are hungry on all our different levels of society and I fear we are in for tougher times till budget and all for 2015 is passed which might take us to April/May 2016. Mr. President pls stimulate the economy, we are hungry.

The manner in which they release statements to score cheap political points and divert the nations! attention from their ineptitude and lack of preparedness to govern should be condemned by all. No RESPONSIBLE govt would make a single allegation against its citizen that can easily be refuted with documented facts! Buhari and his kitchen cabinet of his villagers should began thinking with their head and start behaving responsibly. The economy is nose-diving, jobs are being lost, infrastructures are decaying, long fuel queues and the only thing they can come up with is raising baseless allegations to divert attention from these problems. If Dasuki can quote one single document to counter one of allegations against him, it is most likely that all other allegations are false and that he has restrained himself from releasing other documents for national security concerns. l remember watching a video of an alpha jet online in a Nigerian blog said to be on its way to Nigeria from the usa via Europe. This was last year. The video of the jet was taken in an European airport. The APC has goofed, from Oshiomhole Viagra induced public rants against okonjo iweala, to elrufai false public tweets, to Buhari's denial of documented campaign promises and lying Mohammed lies. The party can actually be called a party of LIARS!!! Nigerians should begin to critically scrutinize this govt and ask questions because the only body language I see here is that of liars. Sometimes I really do think the loud-mouthed Fayose is right in all he says and should be praised for being courageous.

  44. We Nigerians are really somehow.We have been asking for what happened to all the monies in the defence budget? We all saw how our soldiers ran from insurgents during battle engagements- including the ones that ran into Cameroon in that famous "tactical maneuver". We all knew our soldiers didn't have weapons,so many died.Today,the president of the day is trying to find out what happened to all that money & of course, the former NSA is the one to ask cos he was in charge of war time procurements.Now how on earth would some Nigerians be asking that this man be left alone? Una dey see our roads? schools? Hospitals? Living condition? So? 2.1 billion dollars? You guys want the matter dropped!? Our monies? Our own very money?

LINDA, some months back you posted some pictures of newly delivered ammunition you said was sent to you then by some soldiers; many Nigerian newspapers also carried those pictures; is the government now telling us that those military equipment were hired or leased? why singling this man out for all that...OR is there any under-tone to it? where are the military hardware that were used when the election was postponed?   54. There are three or four issues to this case. One is the fact that the report PMB gave his orders to arrest on is "interim". This simply means the Panel is yet to conclude.
    Secondly, the so called interim report did not mention any other suspect by name than SM Dasuki. Others were only implied.
    Thirdly, Dasuki claimed he was never invited by the panel that indicted him.
    And lastly, the new order for his arrest is to thwart and rubbish an existing court order which upheld the accused's basic rights - to wit - travel for medical check up.
    In all these, one can only say that care must be taken while playing games - dangerous games at that. This is simply because such may boomerang. Whatever one sowed shall he surely reap in the fullness of time. All should remember that power is transient for " u can fool some of the people some of the times, but u cannot fool all the people all the times". Those that have ears to hear, let them hear!

I once visited a friend in air force base PH, everyone was in a soba and angry mood because of the chopper that crashed with lives lost in which it was reported was on a training mission...., ...angry mood because they where aware that the chopper purchased was supposed to be brand new as Ex-president Jonathan released funds for that but a second hand chopper was bought, repainted and flown to the north hence the crash.... there is so much fraud in the system....PERIOD.
