Buhari orders arrest of ex-NSA Dasuki, others indicted in arms contract report

Press statement from the presidency
On the authority of Mr President, a 13 man committee was set up by the Office of the National Security Adviser to audit the procurement of arms and equipment in the Armed Forces and Defence sector from 2007 to date. While the committee which was inaugurated on 31 August 2015 is yet to complete its work, its interim report has unearthed several illicit and fraudulent financial transactions.

As part of the findings, the committee has analyzed interventions from some organizations that provided funds to the Office of the National Security Adviser, Defence Headquarters, Army Headquarters Naval Headquarters and Nigerian Air Force Headquarters, both in local and foreign currencies.
So far the total extra budgetary interventions articulated by the committee is Six Hundred and Forty Three Billion, Eight Hundred and Seventeen Million, Nine Hundred and Fifty Thousand, Eight Hundred and Eighty Five Hundred Naira and Eighteen Kobo (N643,817,955,885.18).
The foreign currency component is to the tune of Two Billion, One Hundred and Ninety Three Million, Eight Hundred and Fifteen Thousand US Dollars and Eighty Three Cents ($2,193,815,000.83).
These amounts exclude grants from the State Governments and funds collected by the DSS and Police. It was observed that in spite of this huge financial intervention, very little was expended to support defense procurement.
The committee also observed that of 513 contracts awarded at $8,356,525,184.32; N2,189,265,724,404.55 and €54,000.00; Fifty Three (53) were failed contracts amounting to $2,378,939,066.27 and N13,729,342,329.87 respectively.
Interestingly, it was noted that the amount of foreign currency spent on failed contracts was more than double the $1bn loan that the National Assembly approved for borrowing to fight the insurgency in the North East.
The committee also discovered that payments to the tune of Three Billion, Eight Hundred and Fifty Million Naira (N3,850,000,000.00) were made to a single company by the former NSA without documented evidence of contractual agreements or fulfillment of tax obligations to the FGN.
Further findings revealed that between March 2012 and March 2015, the erstwhile NSA, Lt Col MS Dasuki (rtd) awarded fictitious and phantom contracts to the tune of N2,219,188,609.50, $1,671,742,613.58 and €9,905,477.00. The contracts which were said to be for the purchase of 4 Alpha Jets, 12 helicopters, bombs and ammunition were not executed and the equipment were never supplied to the Nigerian Air Force, neither are they in its inventory.
Even more disturbing was the discovery that out of these figures, 2 companies, were awarded contracts to the tune of N350,000,000.00, $1,661,670,469.71 and €9,905,477.00 alone. This was without prejudice to the consistent non-performance of the companies in the previous contracts awarded.
Additionally, it was discovered that the former NSA directed the Central Bank of Nigeria to transfer the sum of $132,050,486.97 and €9,905,473.55 to the accounts of Societe D’equipmente Internationaux in West Africa, United Kingdom and United States of America for un-ascertained purposes, without any contract documents to explain the transactions.
The findings made so far are extremely worrying considering that the interventions were granted within the same period that our troops fighting the insurgency in the North East were in desperate need of platforms, military equipment and ammunition. Had the funds siphoned to these non performing companies been properly used for the purpose they were meant for, thousands of needless Nigerian deaths would have been avoided.
Furthermore, the ridicule Nigeria has faced in the international community would have been avoided. It is worrisome and disappointing that those entrusted with the security of this great nation were busy using proxies to siphon the national treasury, while innocent lives were wasted daily.
In light of these findings, President Muhammadu Buhari has directed that the relevant organizations arrest and bring to book, all individuals who have been found complicit in these illegal and fraudulent acts.

Now I see why Dasuki has been fighting to travel abroad on the claim of medical checkup.
He must account for the money meant for our soldiers which they embezzled, Nigerian soldiers put their lives at risk, while these criminals steal what was meant for equipping them.

My God, I can't bliv what I have just read. I think Nigerian are the real devils. Thousands of lost life on his head and his whole generation. The blood of innocent Nigerians that died in this insurgency will follow him and his seeds where ever they go. I just think Nigerian leaders are the greediest in the whole world.

Selected justice. If Dasuki was in Buhari's camp, all these findings would have been made known to the public. These findings are just a means to settle the personal vendetta he has against Dasuki. This is why people like obj visits Aso rock to remind Buhari that he is in his camp; so the so called fight against corruption is just for Buhari's adversaries.

I suspect these were the people that deceived GEJ. Some of them deceived the good man. When he announced that the elections should be extended for six weeks, all of a sudden the troops went into sambisa forest, which I strongly believe someone asked the bokoharam to stand down. I always said if GEJ wanted to find out the real sponsors of bokoharam, he should investigate those in charge of buying arms for the troops.
Today they ordered for his arrest and coincidentally bokoharam has struck again and they almost assassinated the deputy senate president, just to cause chaos.

The amount of money(s) these Politicians steal is just unbelievable and disheartening. Meanwhile there is no form of working infrastructure(Education, Healthcare, transport,Power or security) in Nigeria. They only keep making preposterous promises they never fulfill. What miracle do you think the new ministers will perform. Our economy runs on Proceeds from the Oil to which prices have crashed and we obviously are not in control of these prices. Yes, corruption is everywhere, both in the so called developed countries, but my beloved Nigerians or Politician's corruption is garnished with an unprecedented level of GREED. it marvels me.One person go loot $20billion abi na $650 billion. Na wah o! Lets keep praying for manner to fall from Heaven. #GODBLESSNIGERIA

Scary the brazen guts to be this greedy. This just proves how desperately wicked the hearts of these men are. Soldiers and civilians died in their thousands because a few who were in charge just didn't give a .... Calous Dasuki and his co conspirators need to pay back. Indicting and imprisoning them isn't going to cut it. I see why China opts for the death penalty.

I am by no means justifying Dasuki or whatever he did. All I am saying is that, if he was Buhari's friend, whatever he did wrong would have been irrelevant to him ( Buhari). The published figures are just meant to win public support of why it was justified to arrest him. Besides, Buhari has no executive right to override the decisions of the court - that is if we are practising true democracy. Also, why is it that he has not gone after people like Atiku who emptied the treasure of Nigeria? Is it that with time, looted funds become personal entitlements?

Linda Nigerians are so impossible. If dasuki was from the south south, they will say because he is from there. If saraki was in PDP they will say because he not APC, instead of asking whether or not the person committed the offence, we are busy saying it should have been this person or not that person. Na wa ohhhh. why are we like this?

Na wa ohhhh. why are we like this? This fight against corruption must start from somewhere with someone. It cannot start with everyone at the same time. No matter how much of an enemy you maybe to Buhari, he can never come after you if you have not done anything wrong. He has changed so many perm Secs and some of them are to charged to court for corrupt practices, removed the Chairman of EFCC, yet you still hear people say he is not doing anything or that he is selective. No matter who he starts with, someone will still say its selection. Abegggiiiiii.

Hellooo Mr Lecturer! I'm sure u are awake now. Ur comment(both) is unbelievable. If u can feed the whole world I'm sure u cannot resurrect murdered soldiers that fought without sight that helicopters and other materials the money siphoned would have purchased. Pls, let's not dine with SENTIMENT. Simply say, Dasuki will defend himself in court. If u have evidence against Atiku, pls do ur proud and reveal, we will criticize him as well.

There is a court order on Dansuki but I strongly advice he should be taken to hospital first to ascertain what his ailment is before they begin another legal actions

Julie,
I wouldn't like to sit in a court where you are a jury let alone a judge, you have adjourned him guilty and already sentenced him.
I'm not in support of him either.
I thought we were told that corruption in Nigerian has a southern face

Unknown said...

@anony did Amaechi committed any crime or not? Sometimes u guys should always think before u talk. First, Dasuki should be change to court and if he's find he should be head responsible. The same way we want Mr. President to investigate formal Gov Amaechi to go in for all he did why in office. What the world is after is a clear justice and not witch hurt.

Nobody is guilty until a competent court of jurisdiction pronounce such person as one. PMB,be very very careful with the very dangerous precedence you are setting. It might be used against YOU and your men in future. Be patient with democracy and her ethics. As much as you are determined to fight corruption, pls apply the right strategies in the eyes of the law. A Member of your cabinet(Transport Minister) was indicted by a panel and you vindicated him in your recent statement that a man is innocent until found guilty by a court of law. It is a wrong thing for anybody to appropriate public funds for his personal use and it is good for the state authorities to recover it. Howfar in doing so pls do it according to what the law prescribe. If you are sincerely fighting corruption remember that Nigeria has laws and the laws have to be obeyed. There is a subsisting court order on Dasuki going for treatment that you are disobeying. If your fear is that he will jump justice, the same court has the power to order his arrest through the interpol. We are in the 21st century sir. Arrest and extradition can be effected anywhere in the world, provided the orders are right. Your action looks dictatorial. Power is transient remember.

This is a very annoying statement by the presidency. Dasuki travelling abroad is not a guarantee that he will not be prosecuted and jailed. Ask Ibori or Deiziani. All the accusations are sensational and designed to whip up sentiments. Haba! if he is being held for failed contracts then every governor, minister and local government chairman will be in jail too.Citizens are deemed innocent until PROVEN guilty. Today it is Dasuki..tomorrow it shall be you.

Yet those soldiers who ran away from their duty posts over insufficient weapons were court marshalled... while those who were supposed to provide weapons to aid these field officers in the fight against terrorism were under air conditioned houses and officers, pumping monies meant to fight terrorism into their personal accounts.
