He is relying on personal relationships to identify experts and the natural fallout is that he is likely to have mostly northerners in his posse. So that is an implicit ethnic bias because our ethnic divide causes us to select those we trust and are closest to based on a measure of understanding what they are capable of. In Nigeria, this is thinking that is aligned with ethnic origin. Put that ethnic equality lens on Buhari and you will see what you are doing.
