If you had done that , I am sure the civil servants would have adjusted accordingly;assuming,you were a governor that could be trusted, which is very rare in Nigeria. All their campaign promises are based on the allocations. No single initiative on how to generate "revenue" internally. I can see why our gov are wasteful - since the money are allocated not generated. No labor , no brainstorming. Only sharing formulae. I just hope Nigerian voters are getting wiser now.
