If you look at the stairs from different ways, you'll notice that it's as if they're coming down as well as going up. That's the confusion. One is no longer sure if the cat is coming down the stairs or going up.

UP. By looking at the cat's tail which is standing, you know it going up. Otherwise the tail will be down to stabilise it when going down the stairs.
