Delta bursary fraud whistleblower arrested in Lagos & taken to Delta state

According to a report by SR, Ambrose Ezewani, an ex student of the University of Lagos and former President of the National Association of Delta State students, UNILAG chapter, who blew the lid on a systematic student bursary racketing allegedly spearheaded by the Commissioner for Higher Education in Delta state, Mr Hope Eghagha has been handed over to the Delta state Government
Sahara Reporters reports..
Police officers in Sabo Station yesterday afternoon handed him over after the Delta State officials visited to ask for his transfer to Asaba, Delta State where he will be most likely tortured and “tried” for revealing the fraud perpetrated by officials of the state.
Ezeanwani was President of the National Association of Delta State Students Union at the University of Lagos. During his tenure, he revealed that the bursary system was fraught with fraud, which he said was being perpetrated by men in the scholarship board in Delta State. Continue...

Ezeawani alleged that the irregularities surfaced since the current Commissioner for Higher Education in the State, Mr. Hope Eghagha came on board. Mr. Eghagha a former professor at the University of lagos was a former newspaper columnist and critic of the Delta state government before bagging a government appointment a few years ago.

Ezeawani claims that  Eghagha’s office had created a system for students bursary application where non-existing students are awarded bursary by the state.

He said in his investigation, which the UNILAG students’ records office corroborated, the names published as “approved” for bursary awards every year where non-existent in the Institution’s official records.

Ezeawani further stated that his research  discovered that the office of the Commissioner for Higher Education in Delta State led by Eghagha had generated about 23,000 fake students and bank accounts and sorts codes throughout institutions across the country to siphon bursary funds while publishing fake names of beneficiaries in the print media every year.

Although few genuine names of students are mixed in the published bursary approval list every year, it is observed that most of the genuine students are shut out of the scheme while non-existing names are paraded.

Ambrose had led series of protest marches calling for investigations into the  scam, however,  the Economic and financial crimes Commission EFCC) to whom he directed his protests did nothing to investigate the fraud.

Last Wednesday on his way to Federal college of education (Technical) Akoka some men in mufti pulled up in front of him and attempted forcing him into their car. Ezeawani said he resisted and headed for the police station in Sabo instead. The men followed him and asked the police to hand him over but the police refused. The men apparently sent by the Delta state government then asked that Ezeawani be detained for them to go and prepare documents from Asaba to facilitate his hand over.
He has now been handed over yesterday to policemen from Asaba who are suspected to be doing the bidding of the Delta State officials.

    2. If everybody kept quiet about evils and terrible things being done to the larger public, then we will never grow or make any headway. Speaking out is the key dear and we all have a role to play. Use your own power (social medial) and let's get these evil people out of our govt system. We pray he is released but we should not just fold our hands. It's time to do something about our situation least we die in silence. S

    3. I wonder why someone would see afraud and want to keep it quiet. Then, someone is advising for a good person to keep shut. The triumph that evil has over good is because the good ones keep shut.
This should not be swept under the carpet. They should be made to pay for what they have done. Amnesty International and the human rights commission should look into this menace.

Two different years while I was in school I applied for the bursary.my name came out in the list but I never received any money until I graduated. You see names of people pasted, stating they are in your department yet you have never met them since you started school maybe four years ago,all they do is create means by which they can siphon money, and whoever speaks falls in their net. As a way to clear his name from the alleged fraud, the state commissioner for Higher Education, Prof. Hope Eghagha, in a statement titled, “DELTA STATE STUDENTS PROTEST NON-PROSECUTION OF BURSARY SCAM IN UNILAG was made available to journalists. It said, “I have been in government, trying to practice what I preached as a critic, by ensuring judicious use of public funds. I have NEVER been involved in fraud, and will never get into fraudulent actions. I have, working in concert with others, and with the approval of our prudent Governor, Dr. Emmanuel Uduaghan, saved Delta State Government millions of Naira by plugging leakages. What Ambrose and his cohorts are spearheading is a backlash against us for being the driving force against years of bursary scam.”
“The first point to be made,” Eghagha went on to say, “is that on assumption of this office as Commissioner for Higher Education in 2009, I was confronted with one sad reality: some funds meant for students never got to them. A cabal within the institutions and others cornered funds meant for students. Along with members of the Scholarship Board headed by Monsignor Buchi Aninye, we took steps to sanitize the process.
That process, so says Eghagha continues to be a challenge, adding, “All staff were transferred and new persons posted to the board from the Civil Service. A new Executive Secretary, was also appointed by the Governor. We introduced online registration so that potential beneficiaries could deal directly with the Scholarship Board. This yielded fruits. Twenty-three thousand fake names were discovered and expunged from the list.
Eghagha’s lengthy statement to reporters didn’t stop there, when he said, “I was surprised that two days after we announced to the world that fake names were found on the bursary list, some students, including Ambrose and his ilk, demonstrated in Asaba, and accused members of the Board of inserting the names. They targeted the Executive Secretary, who is the Chief Executive of the Board. At that time, my name was not mentioned. Suddenly, it is ‘Mr. Hope Eghagha’ that inserted the fake names.
“The following is the breakdown of releases made since 2009,” Eghagha had offered to the media. “In 2009/2010, the approved sum was N514, 706.035.75. Of this, N434, 646,035.75 was expended while savings amounted to N80, 060,000. In 2010/2011, the approved sum was N653, 700,932.29; the sum of N481, 145,432.29 was expended; savings amounted to N172, 555,500. In 2011/2012, the approved sum was N610, 134,868.46; amount expended was N 555,134,868.46. N55, 000,000.00 was saved. “In 2012/2013, the sum of N699, 650,256.50 was approved for the bursary. Payment is on-going. Each year, whatever was saved as a result of plugged leakages were ploughed back into payment for the next year with the approval of the State Executive Council.”
