The environment in which you live in determines everything. United States has its security apparatus under effective control. Circuit Cameras everywhere, bomb detection experts ever available, plain clothes detectives, ever ready community policemen who can arrive within seconds, functional ambulance services etc. African countries as a whole hasn't gotten to that level yet and as such the level of insecurity is very high. Our security network is at best comatose. Therefore, I don't see anything wrong with our leaders moving about with security details. America was once like that. Even here in Dubai where I work as a professional, whenever the Sheiks or any member of their family wants to shop, the entire wing of the Mall will be shut down to visitors until they finish shopping...
