  18. What i do not understand is that is he not supposed to read the final budget prepared by the budget and planning ministry before passing it to the senate?. If he had read it he would have noticed the huge sums and asked questions. I am sure that he either read it and approved but is now making excuses because of the out cry or he didn't bother to read it at all.
