  172. Buhari was given a state salute because he was on an official state visit; as a guest of the president of the United States. Jonathan on the other hand may not have received such a welcome because he wasn't on an official state visit. Perhaps, it was one of those times he was in the US to attend a plenary session of the United Nation or Any other international function. Jonathan would have been given a welcome such as Buhari's if he was on an official state visit too. Don't misinterpret the pictures.
