Police declare Rivers Assembly majority leader, Chidi Lloyd, wanted

You all remember the law maker who was filmed hitting his colleague with the mace during the mayhem at Rivers State Assembly last week? Yeah well, he's been declared wanted by the police.

Following the free-for-all that took place in the chambers of the Rivers State House of Assembly, the state Police Command has declared the Majority Leader, Mr. Chidi Lloyd, wanted.
Lloyd was on Wednesday declared wanted  for his involvement in a case of conspiracy, attempted murder, wounding and willful damage on Monday last week.
The lawmaker, representing Emohua State Constituency, was caught in a video footage hitting a member of the House of Assembly, Mr. Michael Chinda, several times with a mace during the fracas in the Assembly.

Chinda, whose health condition became worse after the incident, had since been flown abroad for proper medical attention. He represents Obio/Akpor Constituency II in the State House of Assembly.
The injured legislator was one of the five lawmakers that attempted to impeach the Speaker of the State House of Assembly, Mr. Otelemaba Amachree.

In a statement by the state Police Public Relations, Mrs. Angela Agabe, the command explained that Lloyd was declared wanted after he failed to honour the invitation of the police, which elapsed on July 16, 2013.

“The Rivers State Police Command has declared wanted one Honorable Chidi Lloyd (male); a native of Emohua Local Government Area of Rivers State. He is the Majority Leader of the Rivers State House of Assembly.

“He (Lloyd) was involved in a case of conspiracy, attempted murder, wounding and willful damage on the 9th of July, 2013,” the command’s statement read.
The crime, according to the statement, is being investigated by a special team from the Inspector General of Police, Mr. Mohammed Abubakar, in collaboration with the State Criminal Investigative Department, Rivers State Command.

It noted that the lawmaker was last seen at the Rivers State House of Assembly on July 9, 2013 and called on any person or group of persons with information of Lloyd’s whereabouts to call 0808088890 or 08033277007.

Reacting to the development, the State Peoples Democratic Party described police declaration of Lloyd wanted as a welcome development.
A statement by the Special Adviser, Media, to the State PDP Chairman, Mr. Jerry Needam, urged the Police to also arrest and investigate the Aide-de-Camp and Chief Security Officer to the state Governor, Mr. Rotimi Amaechi.
However, the Deputy Speaker of the State House of Assembly, Mr. Leyii Kwanee, expressed dissatisfaction with the decision of the police to declare Lloyd wanted.
Kwanee, who spoke in a telephone interview with The PUNCH on Wednesday, said the fracas in the state House of Assembly was not the first.

The deputy speaker recalled that lawmakers had fought in the National Assembly in the past without the police declaring anybody wanted.
In a related development, the Force Headquarters, Abuja, has summoned Lloyd; the ADC to the Rivers State Governor,  Debeware-Semeikumo; and the Chief Security Officer  to the Governor, Tony Iwelu, for interrogation.

They are to report to the Force Criminal Investigation Department, Force Headquarters, Abuja, for interrogation for their roles in the Assembly  mayhem as seen in the video clips in circulation, according to the police.

Lloyd is one of the members of the House loyal  to the Rivers State Governor, Rotimi Amaechi.
The PUNCH had exclusively reported on Monday that Amaechi’s ADC had been summoned for interrogation by the Force Headquarters for engaging in a brawl with a member of the state assembly as captured in a video.

A statement by the Deputy Force Public Relations Officer, Frank Mba, on Wednesday stated that the men were invited to obtain further details that would assist proper investigation into the matter.

  2. Initially I was only blaming Chidi Lloyd,till I saw the clip where Hon Bipi was narrating to his thugs how he and others attacked Chidi Lloyd and were punching him.
    I guess that was what triggered this retaliation. I wished it was that Hon Bipi shouting Aro mate that he attacked.

  9. We were all blaming GEJ, but it is clear that The Governor of Rivers State surrounded himself with thugs,thank God for social media as Lloyd would have denied it ,seeing how he craftily checked himself into the hospital.
    Even in the work place in Nigeria, that is how they bully you and go to management to lie, trying to make the innocent the villain.
    Even if the Governor is being oppressed in his own state, the opposite is showed in the video that he is the bully,with the kind od people around him.

  13. Mr Kwanee I hope you can stand for what is right and not just talk cos you are a supporter of the present governor? Don't mistaken lies for loyalty cos what goes around comes around. How do you sit there and disagree with the warrant for Lloyd's arrest by citing that fights are not uncommon in the house? How many bloodied ones have been caught on tape?

    Justice must be done and no one should be above the law. What are you teaching the young ones that look up to you eg your kids, that money talks and attempted murder can be swept under the carpet? People need to respect the law in Nigeria. It's the lack of this respect and lack of fear of its consequences that lead to the brutal murder of 4 innocent young men in ALUU.

  18. Linda this is an absolute waste of government, the law establishing this country has in effect put the happening in the "Sacred Chambers" above the investigations of Nigerian Police. Why are suddenly interested in Rivers Fracas? Have they investigated all the fights in 90 percent of all the houses of assembly in Nigeria? Even ordinary local government legislative arms do engage themselves in advanced fisticuffs. Abeg they should tell us who is paying the piper and as such dictating the tune.

    If you have been following this case, you would have seen on AIT when Evans Bibi was proud and narrating how him and his thug were beating Chidi Llyod.. Nobody has even asked if that was the real mace... The real mace is silver in color and is very heavy...

    Chidi Lloyd acted out of the beating he received previously... as he saw that the police men had come to beat the thugs he wanted his own fair share... I don't accept that he hit some one.. but c'mon if you were hit with a tripod stand and had your chance to retaliate, won't you do the same?

  45. What I have a problem with is the lawmaker being 'flown abroad for adequate medical attention'. What arrant nonsense. Are there no hospitals in Nigeria that can deal with trauma. If there are none, then he should DIE here in service of his country. Since he as a lawmaker had it in his power to pass laws that would have led to hospitals been built. In fact, I move that no politician should be allowed while serving in office to fly abroad for any sort of health related condition save a few that have only 1 or 2 specialist treatment centres in the world. If you want to go abroad for treatment, first resign your appointment. That way the politicians will finally put in place the structures that they were elected to develop

  53. For anybody that sing the praises of amaechi, you better read the below and have a rethink. This was what he recently signed into law. He is nothing but a criminal and a thug. All the illegal gotten wealth he made while he was a speaker and the one he has made so far as a governor is not enough, so he had to sign the below into law:


    Yesterday, May 31, Gov. Rotimi Amaechi signed a bill which would basically ensure that he continues to enjoy the perks of the governor’s office after leaving the office. The bill, which is titled The Rivers State Governor and Deputy Governor Pensions and Fringe Benefits Bill 2012, is the brainchild of the executive and was forwarded from the Governor’s Office to the House of Representative for a speedy passage.

    Despite protestations from pressure groups in the state, the Rivers State House of Assembly went ahead to pass the bill on the 22nd of May by an overwhelming majority. And the sweetened deal was finalised yesterday with Governor Amaechi’s assent.

    Consequently, Amaechi and his deputy, Tele Ikuru are entitled upon exit from office to benefits worthy of Wall Street executives, including:

    100 per cent of their basic salaries
    Two choice houses in any area of their choice in Rivers State and Abuja.
    Three cars, replaceable every three years.
    300 per cent funding for any furniture of their choice.
    20 per cent funding for utility, 10 per cent funding for entertainment and 10 per cent of same for houses of their choice.
    Free medical expenses for him and his immediate family.
    Security details that will include two officials of the State Security Service (SSS), one female officer of the same department and eight police officers for personal and domestic security.
    Domestic staff including a cook, steward, gardener, and others. All the domestic staff, including drivers shall be pensionable.

    In addition to the executive perquisites bill, other bills signed into law by the governor on Wednesday include the Rivers State Universal Basic Education Amendment Bill 2012, the Rivers State Senior Secondary Schools’ Board Bill 2012, the Rivers State House of Assembly Service Commission Amendment Bill 2012 and the Rivers State Water Sector Development Law 2012.
